Vaccinated Travel Framework (VTF) is Singapore’s latest travel program that allows travelers from all around the world to visit Singapore WITHOUT quarantine.

Starting from April 1, 2022, no more quarantines are needed when entering Singapore! What’s more, you DON’T need any designated flights or travel passes to enter the country. Isn’t that amazing?! 🤩🤩

But, wait, now that we’re rejoicing over VTF, what will happen with Vaccinated Travel Lane (VTL)? And…

How does VTF differ from Vaccinated Travel Lane (VTL)?

As the predecessor of VTF, Vaccinated Travel Lane (VTL) is Singapore’s travel program that was effective starting from September 2021 until March 31, 2022, at midnight. It was the Singapore government’s means to partially open their borders for travel while lessening the risks of another wave of COVID outbreak in the country.

Unlike VTF, the VTL program requires travelers to take a designated VTL flight and apply for a Vaccinated Travel Pass (VTP) to enter the country quarantine-free. Moreover, you need to take an on-arrival COVID-19 test and book a self-isolation accommodation as you wait for your COVID-19 test to come out. So, there are a lot more requirements to fulfil before you can travel to Singapore quarantine-free. 😱😱

What are the Requirements for VTF?

VTF allows travelers to enter Singapore much easier than ever since the pandemic hits the world, but there are still requirements that must be fulfilled before you can enter the country.

It’s also important to note that only fully vaccinated travelers can enter Singapore WITHOUT quarantine, so there are different requirements to prepare for travelers who are fully vaccinated and unvaccinated or have only received the first dose.

VTF Requirements for Fully Vaccinated Travelers

To travel to Singapore, these are requirements that must be fulfilled by travelers who have received the full dose of your COVID-19 vaccine or travelers who are aged 12 years old. If you have only received the first dose or are unvaccinated, please refer to the next section.

Without further ado, let’s get right into the first requirement!

1. Vaccination Documents

The first thing to prepare is, of course, your vaccination certificates. If you have a recognised Digitally Verifiable Vaccination Certificate (DVC), you can easily visit the Vaccination Check Portal (VCP) and verify if your DVC is recognised by the Singapore authorities.

However, if you don’t have a recognised DVC or have difficulties getting it verifies, you can prepare a Vaccination Certificate (including a certificate on a vaccination app) in English, or accompanied with a notarized English translation, with these details:

  1. Name (per travel document used for entry)
  2. At least one other personal identifier, e.g. date of birth or passport number (per travel document used for entry)
  3. Country of vaccination
  4. Name of vaccine(s) administered, i.e. different names for the different vaccine types
  5. Vaccination date(s)

2. Travel-related Documents

For short-term visitors, the required travel-related documents include a passport and visa. Your passport must be valid for at least 6 months, and, depending on which country you come from, you might have to apply for a visa.

3. SG Arrival Card with Electronic Health Declaration

To enter Singapore, travelers are required to complete the online SG Arrival Card (SGAC) with Electronic Health Declaration within 3 days before arrival. The submission of SGAC is free of charge.

4. COVID-19 Pre-Departure Test (PDT)

Only travelers who are arriving by air and sea are required to take a COVID-19 PDT before departure. That means you don’t have to take a COVID-19 PDT if you’re traveling by land. If you have recently tested positive for COVID-19 within 7-90 days before your departure date, you may check if you’re exempted from taking a PDT before departure.

You’re required to take any of these COVID-19 PDTs within 2 days before departure:

  • COVID-19 Polymerase Chain Reaction test (PCR test) at an internationally accredited or recognised lab/clinic/medical facility
  • Antigen Rapid Test (ART) that is:
    • Administered by a trained professional; or
    • [Eligible travellers only]  Self-administered Antigen Rapid Test (ART) remotely supervised by an approved ART provider in Singapore.

After taking the PDT, you also have to provide a non-handwritten PDT report that is in English (or accompanied by a notarized English Translation) that has these details:

  • Traveller’s name, and Date of Birth or Passport number (per the passport used to travel to Singapore)
  • The date and result of the COVID-19 test

5. TraceTogether App

Travelers are required to install and activate the TraceTogether mobile application on Play Store or Apple Store. However, travelers aged under 6 years old or travelers who are unable to use a mobile device due to a certified disability/special need can obtain a TraceTogether token after arrival in Singapore.

But what if you’re not fully vaccinated?

VTF Requirements for Unvaccinated or Partially Vaccinated Travelers

Great news! If you’re a non-fully vaccinated traveler, you can still travel to Singapore under the VTF program. However, there are a few requirements you have to fulfil before you can enter the country. Let’s find them out, shall we?

1. Entry Approval

The first thing you should prepare is an entry approval. When you’re not fully vaccinated, you can still enter Singapore under the VTF program but only under exceptional circumstances, such as tending to a critically ill family member or the death of a family member.

You can submit your entry request with relevant supporting documents (e.g. doctor’s memo or death certificate) to facilitate the processing.

2. Travel-related Documents

For short-term visitors, the required travel-related documents include a passport and visa. Your passport must be valid for at least 6 months, and, depending on which country you come from, you might have to apply for a visa.

3. SG Arrival Card with Electronic Health Declaration

To enter Singapore, travelers are required to complete the online SG Arrival Card (SGAC) with Electronic Health Declaration within 3 days before arrival. The submission of SGAC is free of charge.

Before traveling to Singapore, you should secure any of the following accommodations for at least 7 days for your SHN accommodation:

  • Place of residence
  • Serviced apartment
  • Hotel of choice

When arriving in Singapore, you’ll be directed to stay at your chosen accommodation until you’re directed to leave the accommodation or you’re scheduled to take a COVID-19 PCR test.

6. TraceTogether App

Travelers are required to install and activate the TraceTogether mobile application on Play Store or Apple Store. However, travelers aged under 6 years old or travelers who are unable to use a mobile device due to a certified disability/special need can obtain a TraceTogether token after arrival in Singapore.
