The NAIA terminals were never designed as a set. When Terminal 1 opened in 1981, the 1961 building it replaced was simply converted to domestic use, and every terminal since has been added the same way: separately, with its own road and no airside link. That history explains today’s puzzle of three terminals, three jobs and assignments that keep moving.
Terminals 1 and 2 Split International From Domestic
The two older terminals now have clean roles. Terminal 1 is international only, and Terminal 2 is domestic only, shared by three carriers rather than reserved for one.
They are also neighbours. Both sit on the western side of the airfield off NAIA Road, while Terminal 3 stands on the eastern side near Newport City and Villamor, with separate road access. The NAIA to city transport guide sets out which rides serve each side.
The trap is that some carriers use two NAIA terminals, one for domestic flights and one for international. The long-term plan points the same way, with Terminals 1 and 3 international and Terminals 2, 4 and 5 domestic. When you compare flights to Manila (NAIA), check the current terminal assignment for every booking.
Terminal 3 Does Both, and Does Them Best
Terminal 3 is NAIA’s largest building and the only one handling both domestic and international flights, so it earns a closer look.
- Food. The Tambayan Food Hall on Level 1 covers 6,200 sq m with 17 Filipino brands and seats about 2,000. If you have time to kill, this is where to spend it.
- More choice upstairs. The Mezzanine Food Hall on Level 2 has about 22 outlets. Tenants change, so check what is open on the day you fly.
- Immigration. A May 2026 dry run of 18 more e-gates brought Terminal 3’s total to 30. Check whether you are eligible before you join the e-gate line.
- Lounges. Pay-in lounges operate here and at Terminal 1, and some Philippine bank cards include free access. Check your card’s current benefits before relying on them.
The 2026 Reshuffle Means You Check, Not Remember
On 29 March 2026 NAIA reshuffled its terminals, with one more move on 1 April. Five foreign carriers moved from Terminal 1 to Terminal 3, and international budget flights went the other way. The same week, every turboprop flight left NAIA for Clark and other regional bases.
That is why memory is the worst guide here. Check your flight on newnaia.com.ph, the operator’s live flight page, the day before and again before you leave.
Then build in the operator’s suggested margin: 2 to 3 hours before a domestic flight, 3 to 4 before an international one. If you still end up at the wrong building, the NAIA terminal transfer guide shows how to reach the right one without paying a tout.
Terminal 4 Is Gone and Its Replacement Is Late
If anyone sends you to Terminal 4, they are working from an old map. NAIA runs three passenger terminals today.
- The old Terminal 4. It closed on 6 November 2024 and was demolished from early 2025. Any directions that mention it are out of date, so ignore them.
- The new Terminal 4. It is being built between Terminals 1 and 2 on the former international cargo site, at about six gates without aerobridges, for domestic flights. Expect to board without jet bridges once it opens.
- The opening date. Its mid-2026 target has slipped, and no firm date had been announced by late August 2026. Check the current status before planning around it.
- Terminal 5. It is planned on the former Philippine Village Hotel site, also for domestic flights. It is a plan, not a building, so it changes nothing for your next trip.
What Every Terminal Gives You While You Wait
Waiting at NAIA is more comfortable than its reputation suggests. A single free network, NewNAIA, covers all terminals, typically at 50 to 60 Mbps, with sessions of up to three hours.
Terminals 1 and 3 have bank ATMs and currency-exchange counters, but airport rates are generally worse than in the city. Change only enough for your first day, and do the rest in town. On a long wait, eat at Terminal 3’s food halls if your flight leaves from there, since they hold the airport’s widest choice.
Good to know: download offline maps and booking documents early, since a three-hour session can end mid-task. The Manila airport guide pulls these habits together with transport and paperwork into one plan for your day.
Frequently Asked Questions
Is Terminal 3 walkable from Terminal 1?
No. The two are on opposite sides of the airfield, with Terminal 3 on the eastern side near Newport City and separate road access, and the trip is about 6.2 km by road. Use the free inter-terminal shuttle if you have an onward ticket, or book a ride from the official pickup zone. Allow for a full check-in and security process at the second terminal.
Which NAIA terminals have e-gates?
Terminals 1 and 3, the two handling international flights. NNIC is deploying 78 biometric e-gates across them in phases, with clearance in about 20 seconds for eligible passengers. Eligibility is still limited, so foreign visitors should check the current rules and expect the manual counters. Terminal 2 handles domestic flights only, so there is no immigration step there.
Are domestic flights ever at Terminal 1?
Not under the current set-up: Terminal 1 is international only. Domestic flights leave from Terminal 2, which is domestic only, or Terminal 3, the one terminal that handles both. The long-term plan keeps Terminal 1 international, while new Terminals 4 and 5 are meant for domestic flights. Check your flight’s terminal on every booking.
Can you check in at one terminal and walk airside to another?
No. NAIA’s terminals have no airside connection, so a change means exiting, collecting your bags, clearing customs, checking in again and passing security. The free inter-terminal shuttle runs 24 hours for passengers with onward connecting flights. Check the current interval at the stop, since reports range from hourly to every 15 minutes.
Where do rides pick up at Terminal 3?
Ride-hailing pickup at Terminal 3 is in the multi-level car park hub, not at the curb. The UBE Express airport bus boards across Bay 12, and Terminal 3 is the only place it boards. Pickup points move as the operator reorganises the terminal, so check the current signs as you leave arrivals.
Booking Your Flight and Stay
Pick your flight with the terminal in mind, then book a stay that keeps the morning ride short. Both are on Airpaz.
